Q & A
Does Hull need a pool?
While we currently have a pool, it is over 40 years old and in disrepair. The city has spent thousands of dollars trying to repair our pool, and we still lose 20,000 gallons of water each day. Pools promote wellness and exercise, offer children and families a fun activity throughout the summer, give children an opportunity to learn water safety and swimming techniques, and attract both residents and businesses to a community. A new facility would continue to offer these benefits to our community.
What is the total cost of the pool?
The estimated cost is $3 million.
Will our taxes increase?
The costs of construction of the new pool will be funded by three main sources: tax increment financing revenue, utility franchise fee revenue, and a fundraising campaign. By using these revenue sources, the city will avoid increasing Hull’s tax levy so property taxes will not increase. The term of repayment is scheduled for 20 years.
Does the new pool meet ADA requirements?
Yes. The zero-depth entry is accessible for the disabled, and the bathhouse doors can accommodate wheelchairs.
How does the new pool compare to the old?
From the survey, we learned that Hull residents appreciate how much swimming area exists in our current pool, and we worked hard to maximize the surface area of the water in the new pool. The current pool has 4,530 sq. ft. of surface area, while the new pool will have 5,850 sq. ft.
How did you determine a design for the new pool?
We surveyed the community in the fall of 2010 to ascertain what Hull residents wanted in a new pool. We also asked all students at the local schools to pick the 3 features they most wanted in a new pool. Using that information, we decided what features should be included in the new pool.
How long will the pool last?
Our engineer expects it to serve Hull for 40 years.
What is the timeline for the project?
The current pool will be closed at the end of the summer. Work will continue throughout the winter, and the new pool should open by the mid-June, 2012.
Will there be a baby pool?
The new pool includes a zero-depth entry, which is suitable for babies and small children. New regulations would require a separate filtration system for a stand-alone baby pool.
What special features are included in the new pool?
A curvy water slide, a floatable water walk, two diving boards, a zero-depth entry, plus some kiddie features such as a small slide and ground sprays.
Will there be a concession area?
The concession area, which will include shade umbrellas and tables, will be attached to the bathhouse.
What safety features are included?
First, the pool meets all requirements specified by the Iowa Department of Public Health. Second, the filtration system recirculates water every 4 hours, reducing the amount of bacteria that sits on the water’s surface. Three, new pool and deck surfaces will reduce scrapes and falls that are now attributed to cracked and rough concrete.
What will the new bathhouse include?
A new bathhouse was important to the survey participants, as 88% of them ranked it as important. The bathhouse will include showers, toilets, and a general changing area in both the men’s and women’s rooms. It will also include a check-in area and equipment storage space.
